Cash-on-delivery (COD) is a fulfilment-payment model in which the buyer's payment obligation is deferred to the moment of physical delivery. The courier partner collects cash, sometimes UPI or card depending on the logistics provider's capabilities, and remits it to the seller after a holding period. Until remittance, the seller has dispatched inventory and paid outbound shipping without having received revenue.
Prepaid covers any payment mode settled before dispatch — UPI, net banking, credit or debit card, buy-now-pay-later instruments, and wallets. The seller's payment gateway settles funds within a defined cycle, typically faster than COD remittance timelines.
The distinction matters operationally because the two models create entirely different cash-flow cycles. A prepaid-heavy business can reinvest working capital faster, whereas a COD-heavy business must account for float — the gap between dispatch cost and cash receipt. For sellers running on thin margins or high SKU velocity, that float is not an accounting footnote; it directly constrains reorder capacity and growth. Understanding this distinction is the foundation for every strategic decision that follows.
The True Cost of COD: Beyond the Handling Fee
Most sellers account for the COD handling fee — the per-shipment charge levied by logistics partners for cash collection and remittance — but that is only the most visible cost layer. The fuller cost stack includes RTO-related expenses: return shipping, repackaging, quality inspection, and the opportunity cost of inventory locked in transit.
Because COD buyers have made no financial commitment at checkout, their intent to receive is softer. A buyer who clicks away from a prepaid gateway has lost nothing; a buyer who refuses a COD parcel at the door has also lost nothing. This asymmetry is what drives structurally higher RTO rates on COD shipments compared to prepaid. Each returned parcel generates a two-way freight cost and, depending on the category, possible product damage or shelf-life loss.
There is also a working-capital cost embedded in remittance cycles. Cash collected by courier partners is not instant revenue; it sits in the logistics partner's float for a period before being transferred. Why Indian Buyers Choose COD — and When to Honour That Preference
Trust deficit is the primary driver of COD preference among Indian consumers, particularly for first-time buyers, buyers in smaller towns, and transactions involving high perceived risk categories such as apparel sizing, electronics authenticity, or unfamiliar brands. For these segments, COD is not irrationality — it is a rational risk-mitigation tool in a market where return experiences have historically been inconsistent.
Geographic context shapes COD dependency significantly. Tier-2 and tier-3 markets often show higher COD adoption rates than metro buyers who have longer digital-transaction histories and stronger brand familiarity with large platforms. A seller expanding reach into newer pin codes will almost always see their COD share rise as a proportion of orders, which is strategically the right trade-off to accept in the short term.
Category matters too. Impulse-driven or low-AOV categories — fast fashion, accessories, cosmetics — attract a higher share of COD buyers whose purchase intent may be exploratory. High-AOV categories — furniture, electronics, jewellery — attract buyers who are often more deliberate and, paradoxically, may be more open to prepaid because the transaction size justifies verifying the seller's credibility before ordering. Understanding which buyer archetype dominates each catalogue segment is prerequisite to any sensible COD policy.
Prepaid Conversion: Nudging Buyers Without Losing Orders
Forcing prepaid by removing COD from checkout is a blunt instrument that typically suppresses conversion, particularly among new or tier-2 buyers. A more effective approach is incentivised migration — giving buyers a concrete reason to choose prepaid without coercing them.
Common tactics include prepaid-exclusive discounts, where a small price reduction or cashback offer at checkout makes the financial logic of prepaid visible to the buyer; prepaid-only express delivery, where faster fulfilment is offered as a premium tied to upfront payment; and post-checkout nudges for COD orders, such as a confirmation page or WhatsApp message offering a discount to switch to prepaid before dispatch.
Trust-building infrastructure is the structural enabler underneath all these tactics. Verified reviews, clear return policies, seller badges, and responsive customer service reduce the perceived risk that drives COD selection in the first place. Sellers who invest in trust signals consistently see organic prepaid shift over time, especially among repeat customers. A buyer who had a good prepaid experience once is far more likely to choose prepaid again — which means the first successful prepaid transaction is the highest-value conversion event in a customer's lifecycle, worth more than the discount it may have cost to achieve.
Dynamic COD Eligibility: Blocking Risk Without Blocking Revenue
Dynamic COD eligibility is a policy framework in which COD availability is modulated at the pin-code, customer, or product level rather than applied uniformly across all orders. This approach allows sellers to concentrate COD access where it generates incremental revenue and restrict it where it primarily generates RTO loss.
Pin-code-level blocking targets geographies with historically elevated non-delivery rates. Logistics platforms and courier partners typically provide serviceable pin-code data; sellers with sufficient order volume can layer their own RTO history on top to identify high-risk clusters. Blocking COD to these pin codes does not eliminate sales from those areas — it converts the remaining buyers into prepaid customers, self-selecting for higher intent.
Customer-level eligibility applies the same logic to individual buyer histories. A customer with multiple previous RTOs is a strong signal of low fulfilment intent; restricting their COD access reduces repeat RTO exposure. Conversely, a customer with a long prepaid history is a candidate for preferential treatment — faster dispatch, higher COD limits — because their behaviour signals commitment.
Product-level policy is particularly relevant for high-RTO-risk SKUs such as footwear or apparel in hard-to-predict sizes. Some sellers restrict COD for items where fit uncertainty is high, coupling the restriction with an easy return policy to maintain buyer confidence. The combined effect of these three levers — pin code, customer, product — is a meaningfully more efficient COD portfolio without a broad policy blunt enough to cost significant revenue.
Building the Right COD-Prepaid Mix: A Decision Framework
There is no universally correct COD-to-prepaid ratio — the optimal mix is a function of category, geography, brand maturity, and margin structure. What sellers need is a decision framework rather than a fixed target.
Start with margin tolerance: calculate the true all-in cost of a COD order including handling fee, expected RTO rate, and remittance float against your category gross margin. If COD orders are margin-negative at your current RTO rate, the priority is RTO reduction, not COD removal. If they are margin-positive but lower than prepaid, the priority is prepaid migration at the margin.
Next, assess geographic and demographic mix: sellers with significant tier-2 and tier-3 exposure should budget for higher COD share as a cost of market access, not a failure of conversion. Attempting to force prepaid in these segments typically costs more in lost revenue than it saves in RTO.
Finally, build measurement infrastructure: track COD and prepaid orders separately across RTO rate, net margin per order, repeat purchase rate, and customer lifetime value. In most categories, prepaid buyers show higher repeat rates and LTV — data that makes the case internally for prepaid migration investment without requiring a policy mandate. The goal is a mix that maximises net contribution, not one that minimises COD share for its own sake.
